Question On Moritorium On New Constructions

Washington State Major General Bret D. Daugherty states that a major earrthquake is expected to drop every bridge in eastern Washington; and of course Oregon, and California. A moratorium on new construction would serve to limit new population. Nuclear Threats have failed in the past however these types of attacks are considered honorable many countries.
