After her daughter Diane was murdered in 1988 by a sex offender wandering Seattle on work release, Ida Ballasiotes demanded answers.
The Mercer Island mom didn’t like what she learned about the way Washington sentenced and monitored dangerous criminals.
Over the following decades as a citizen activist and five-term Republican state legislator, Rep. Ballasiotes, who died Sunday at age 78, channeled her grief and anger into action.
She championed new laws — including the state’s 1990 sex-offender crackdown and the 1993 “three strikes” initiative — aimed at keeping dangerous criminals off the streets.
“She proved that a citizen who is determined to make a difference can make a difference, because she did,” said John Carlson, the conservative radio talk-show host who co-authored
the three-strikes initiative and campaigned for it with Rep. Ballasiotes. Surrounded by family, former Rep. Ballasiotes died at Swedish Medical Center in Seattle, where she’d been
in palliative care after a series of apparent heart attacks, said her son, Mike Ballasiotes.
Rep. Ballasiotes’ anti-crime activism was born out of tragedy on Sept. 26, 1988, when her daughter, Diane Ballasiotes, 29, was abducted in Pioneer Square, beaten and fatally stabbed,
her body found a week later on Beacon Hill. Her killer, Gene Raymond Kane, had walked away from a work-release center. He had served a prison sentence for assaulting women in Eastern Washington.
Rep. Ballasiotes wasn’t satisfied with explanations from state prison officials, who said they’d had no choice but to release Kane, a known sexual predator, once his sentence was served.
“There had to be something better,” Rep. Ballasiotes said in a 2010 video interview with King County Prosecutor Dan Satterberg. “The system had broken down.”
Along with the families of victims of other high-profile violent crimes, Rep. Ballasiotes backed a Tennis Shoe Brigade protest, which dumped children’s shoes on the state Capitol steps to demand tougher laws.
Then-Gov. Booth Gardner named Rep. Ballasiotes to a task force to study possible reforms. The group’s work eventually led to the Community Protection Act of 1990, which toughened sentences and required registration of sex offenders.
The law also allowed the state to indefinitely lock up certain sexually violent offenders who have completed their criminal sentences but are deemed a continued threat by the courts.
Rep. Ballasiotes was elected a state representative in 1992 and served five terms, continuing to focus on criminal-justice and corrections issues. She was an advocate for get-tough
laws that have been copied nationally, including the 1993 “three-strikes” measure that mandates life sentences for those convicted three times of certain serious felonies.
There are now 261 prisoners serving life sentences under that law, according to the state Department of Corrections.
“Ida was thrust into a leadership role in our state because of the horrific crime that took her daughter Diane,” Satterberg said in a statement, adding that despite her
“tough on crime” public demeanor, “Ida in person was thoughtful, warm and caring.” Though known for pushing longer prison sentences, Rep. Ballasiotes also was willing
to criticize laws she believed went too far in stuffing prisons with nonviolent offenders.
“Ida was a very good legislator, well liked and respected by Republicans and Democrats alike,” said Brian Ebersole, a former Democratic state speaker of the House.
Her son, Mike Ballasiotes, said his mother was a moderate who “was really disappointed with the partisan politics” of today.
After leaving office, Rep. Ballasiotes continued to be active on criminal-justice issues and served on the state’s Sentencing Guidelines Commission.
Born in Rochester, N.Y., in 1936, Rep. Ballasiotes later moved with her parents to Phoenix, Ariz., where she met and later married Andrew Ballasiotes, her husband of 58 years.
The couple moved with three children in 1963 to Tacoma, where Rep. Ballasiotes earned a bachelor’s degree in urban studies from the University of Puget Sound. The family later moved to Mercer Island.
While her husband ran a chain of greeting-card stores, Rep. Ballasiotes worked as a human-resources manager for a bank and a law firm until her daughter’s death pushed her toward politics.
Rep. Ballasiotes is survived by her husband, Andrew, of Mercer Island; son Mike and daughter-in-law Mary Kay, of Charlotte, N.C.; daughter Stephanie Ballasiotes and son-in-law David Rosengren, of Mercer Island; and six grandchildren.
A memorial service is scheduled for 2 p.m. Monday at Holy Trinity Lutheran Church on Mercer Island.

the country. This is not a particular surprise given the states extensive history of

risk any time you are Washington State or Idaho. There are so many potential threats
of various sources that we might say that when the bad thing eventually happens it
