Washington State Major General Bret D. Daugherty states that a major earrthquake is expected to drop every bridge in eastern Washington; and of course Oregon, and California. A moratorium on new construction would serve to limit new population. Nuclear Threats have failed in the past however these types of attacks are considered honorable many countries. In event of nuclear war this system should enhance local communities ability to survive and coordinate recovery and survival efforts for civilian populations
